HARRISBURG, PA – June 25, 2025 − Sen. Nick Miller (D-Lehigh-Northampton) and Sen. Rosemary Brown (R-Lackawanna/Monroe/Wayne) will soon introduce legislation to address energy affordability for consumers. The proposed legislation would establish a commercial and industrial rooftop solar program to tap into the unused potential of industrial warehouse rooftops in Pennsylvania.
This initiative would use existing and future developed sites to quickly expand energy generation. By streamlining a path to front-of-meter solar projects, where energy is generated to be put directly back to the grid, we can ultimately reduce costs for consumers by putting electrons on the grid efficiently and to scale over the next several years while supporting a more resilient energy system.
To position Pennsylvania as a leader in energy, the proposed bill will seek to adopt a front-of-meter program like neighboring states, promoting preferred siting on commercial rooftops and infrastructure to conserve open space and farmland. Additionally, some states provide compensation for front-of-meter solar projects that export electricity for distribution.
“Energy demand has risen sharply over the past decade, and Pennsylvania must respond by expanding energy capacity in a way that puts consumers first,” said Senator Miller. “This legislation takes a smart, cost-effective approach by utilizing existing, underutilized assets to generate clean energy without the added cost of new land or major transmission upgrades. This is a smart, targeted way to strengthen the grid, create jobs, and make the most of assets already built across the commonwealth.”
This legislation also specifies the eligibility of solar generators for state alternative energy credits, providing cost savings for consumers. In addition, to address delays linked to new interconnection approvals, the forthcoming bill will include a provision that allows solar projects already in application with their electric distribution company before the effective date to proceed.
