HARRISBURG, PA – October 7, 2026 − Two transportation priorities advocated by State Sen. Nick Miller (D-Lehigh/Northampton) advanced as the Senate Transportation Committee voted on legislation addressing local RADAR enforcement and modernizing how Pennsylvania drivers can present vehicle registration.
The committee advanced Senate Bill 509, sponsored by Sen. Greg Rothman, with an amendment offered by Miller, as well as Senate Bill 895, sponsored by Miller.
SB 509 would give municipalities the option to adopt ordinances allowing their local police departments to use RADAR for speed enforcement. The legislation does not require municipalities to adopt the technology and includes provisions prohibiting speed-enforcement quotas and the use of RADAR primarily for generating revenue.
Miller’s SB 895 would allow Pennsylvania drivers to choose whether to present their vehicle registration in paper or electronic form.
Under the legislation, drivers who choose to present an electronic registration on a mobile device would retain control of their device. Police officers could only review the registration, would be required to promptly return the device after verification and could not use presentation of the electronic registration as consent to access other data or applications on the phone.

Miller’s initiative to modernize electronic vehicle registration is informed by discussions with constituents during his Coffee & Conversation events, as well as by direct input from local police departments across his district regarding the need for enhanced tools to support community safety.
