September 9, 2026 – Today, Senator Nick Miller (D-Lehigh/Northampton) announced that the Pennsylvania Commission on Crime and Delinquency (PCCD) has approved more than $1.6 million in federal Victims of Crime Act (VOCA) grant funding to support victim services, domestic violence programs, trauma-focused services, emergency legal assistance and other efforts helping crime victims across Lehigh and Northampton counties.
The $1,645,829 in funding will support organizations that provide critical services to individuals and families as they navigate some of the most difficult and challenging moments of their lives.
“When someone becomes a victim of crime, they should never have to face the aftermath alone,” said Senator Nick Miller. “These organizations provide critical services, support and a path forward for survivors and their families. Investing in victim services is an important part of strengthening public safety, and I’m proud to help ensure these organizations have the resources they need to support people when they need it most.”
Senator Nick Miller was appointed to PCCD’s School Safety and Security Committee last year, furthering his commitment to strengthening public safety and protecting Pennsylvania’s students, educators and communities.
A total of $1,645,829 was approved for initiatives serving Senator Miller’s district:
- $685,425 to Crime Victims Council of the Lehigh Valley, Inc. for victim services in Lehigh and Northampton counties.
- $605,292 to Turning Point of the Lehigh Valley for domestic violence services in Lehigh and Northampton counties.
- $192,660 to Valley Youth House Committee for Mobile Trauma-Focused Services for 2025-2027.
- $126,882 to North Penn Legal Services for its Emergency Legal Services Project.
- $35,570 to the Lehigh County Chief Executive Officer for Lehigh County Coroner’s Office Randox Drug Testing.
PCCD also approved the new FY 2026-27 Violent Incident Clearance and Technological Investigative Methods (VICTIM) Program Funding Framework, with applications expected to open in the coming weeks.
The statewide program will provide resources to law enforcement agencies to improve clearance rates for homicides and other violent crimes while helping agencies strengthen compliance with the National Incident-Based Reporting System (NIBRS).
The newly approved VICTIM Program will provide two funding tracks:
- NIBRS Readiness Grants: Awards of up to $50,000 to help agencies achieve NIBRS compliance.
- Implementation Grants: Awards of up to $500,000 for NIBRS-compliant agencies to enhance investigative tools, evidence-processing technology, witness support services, personnel training and other eligible efforts aimed at improving violent-crime clearance rates.
